When a foreign company hires in France, three options usually come up: use an EOR, hire payroll in-house, or work with a local payroll provider. They differ a lot on cost, control and compliance. Here's how to choose — and when it's time to move on from an EOR.
What is an EOR (or PEO)?
An Employer of Record (EOR) — sometimes called a PEO — is a company that legally employs your staff on your behalf in a country where you have no entity. They sign the contract, run payroll and handle declarations. It's fast and turnkey, which is why many companies start there. The trade-offs: it's expensive per employee (often several hundred euros per person per month on top of salary and charges), and you don't fully own the employment relationship.
The three options at a glance
1. EOR / PEO
Best for: testing a market, one or two quick hires, very short timeframes.
Watch out for: high per-employee fees, less control, harder to customise contracts.
2. In-house payroll
Best for: larger local teams where a dedicated French payroll manager is justified.
Watch out for: the cost and risk of doing complex French payroll internally, in French.
3. Local payroll provider (like Efficience Paie)
Best for: small-to-mid teams (typically 5 to 20 people) that want compliance and control without an EOR's price tag.
You keep the direct employment relationship; a dedicated expert handles payslips, DSN and HR admin — in English.
Cost & control: the real difference
With an EOR, you pay a premium for speed and for someone else being the legal employer. With a local provider, you register once (a French entity, or the simplified foreign-employer scheme), then pay for expert payroll management — usually far less per employee, while keeping full control of contracts, salaries and your relationship with your team.
As soon as you have a stable team of a few people in France, the numbers very often tip in favour of a local provider.
When to switch from an EOR to a local provider
Common signals it's time to move on:
- Your EOR bill is growing faster than your team;
- You want direct control over contracts and employee experience;
- Your team in France is now stable (say, 5+ people);
- You're ready to register as a foreign employer, or you already have a French entity.
If that's you, I take over from your EOR: I set up your payroll in Silae and handle payslips, DSN and HR administration directly — a smooth handover, in English.
